What’s so confusing about the concept of a “saved” job?

I’ve read a handful of conservative bloggers complaining about the term “saved job,” and saw this from Limbaugh -

“There’s no such thing as a saved job.” – Rush Limbaugh

Here’s an example of 30 saved jobs from Florida -

“The Clay County School Board voted Thursday to hire back about 30 elementary teachers whose 2009-10 positions were eliminated this year when the board faced a projected $40 million shortfall.

“The $1.8 million in budget “add backs” stem from the infusion of federal economic stimulus funds to Florida’s education funding, school district officials said.”

These teachers lost their job because there was no money. Federal stimulus money provided the county with enough money to retain the teachers. A job that was lost, was not lost. It was saved. This is a saved job.

Is this really too complex for Rush and his listeners to understand? (Hint: the answer is yes.)
